Heat Pump ETO Cash Incentive ($3,000)

For customers of PGE or Pacific Power, the Energy Trust of Oregon offers up to $3,000 in cash incentives when replacing an electric furnace with a qualified heat pump. This program is available to homeowners living in single-family homes, manufactured homes, or multifamily units (up to a fourplex). Landlords can also benefit from this incentive when improving single-family or manufactured homes they rent out. The heat pump must be included on ETO's qualified products list and serve as the home's primary heating source.


The heat pump must be installed by an approved contractor to qualify.

Ductless Heat Pump ETO Cash Incentive ($1,800)

Energy Trust of Oregon (ETO) offers homeowners the chance to save up to $1,800 with the installation of a ductless heat pump by a qualifying contractor. The home must be serviced by PGE or Pacific Power and primarily heated by electric resistance heat. Homeowners living in a single-family, manufactured home, or multifamily property can qualify and rental rebates are also available to landlords renting one of these home types. This incentive can also be combined with federal tax credits.


Gas Furnace ETO Cash Incentive ($1,600)

The Energy Trust of Oregon (ETO) offers a $1,600 cash incentive for homeowners and landlords who install a qualifying high-efficiency gas furnace. To be eligible, the furnace must have an Annual Fuel Utilization Efficiency (AFUE) of at least 95%. Additionally, the home must either be a moderate-income household or a single-family rental property. The program is available for installations through December 31, 2023. This incentive can help lower the cost of replacing older, less efficient systems, making it more affordable to improve your home's energy efficiency.

Federal Tax Credit ($2,000)

As part of the Inflation Reduction Act, the Federal Non-Business Energy Property Tax Credit allows you to claim up to $2,000 in tax credits for installing a new heat pump. This program will be available annually until 2033. The tax credit is calculated as 30% of the cost of purchasing and installing the heat pump, up to $2,000 per year. The heat pump must be installed in an existing home (not new construction), and the home must be your primary residence. The heat pump must also have a thermal efficiency rating of at least 75%.

Additional Rebates and Discounts

Besides the major government and utility programs, don't overlook manufacturer rebates when purchasing a new HVAC system. Many manufacturers offer limited-time rebates, often up to $500, for eligible products installed by approved professionals. These rebates usually have fewer eligibility restrictions, making them a quick and easy way to save on your investment.


For Portland General Electric customers, there's also a $200 instant discount available when you have a qualifying heat pump installed by one of their approved contractors. The heat pump must meet efficiency standards of at least 8.2 HSPF for heating and 14 SEER for cooling to be eligible for the discount. This offer provides immediate savings and applies to a wide range of home types.
